China has been long criticized for its generally poor treatment of animals, and of household pets in particular. Up to now, there is no legislation of animal welfare and protection, except for The Law on Wild Animal Conservation which was promulgated in 1988. It’s very common that the pet owners discard their pets for a variety of reasons, such as disease, house moving, changing new breed, plan of having a child, and so on. As there’s no legal protection of the animals, the homeless animals are always under the threat of being abused and killed other than starvation.
